FROM THE UPSTATE OFFICE: Martha E. Strodel, Director Rural Arts Program

Two of the 2003 rural workshops - "Building Community Involvement" with Dyan Wiley at Unison Arts & Learning Center and "Planning for Organizational Growth" with Kevin Geoghan hosted by Earlville Opera House - focused on engaging the community in expansion of programs and/or facilities. New programming and organizational growth demands expansion of community support and involvement. Both presenters strongly recommended moving beyond existing board, staff and membership to involve the wider community, and using a distinct and separate planning process to facilitate growth and expansion.

Kevin suggested recruitment of community leaders to work with board and staff; people who make things happen, are community opinion makers, have extensive contacts, and/or are potential funding supporters. If you do not have personal contact, find someone who does and can approach a selected community leader to participate in the planning process. These leaders can broaden the perspective of board members and staff who lead the organization, and involving such individuals can also lead to possible new collaborations and ensure community "buy-in." This committee has a limited time commitment and focus. Its role is to understand and evaluate the existing role of the organization in the community; evaluate present and future issues, opportunities, and trends within the common language of the organization and its goals (for example, the arts are a community asset and play an important role in community development); develop a vision and goals for organizational expansion and growth and develop strategies to reach these goals and define success in terms of the strategies developed.

Dyan suggested that engaging the wider community in the planning process involves a large time and resource commitment, but the rewards are great. These include: an accurate gauge of existing and potential support for expansion, determination of risks and needed resources for growth, and a workable plan of action. Through the planning process, you can connect with your community and identify community needs, inform and interest new people in your organization and plans, communicate the impact your organization has on the community, and reinforce your values as an organization to a wider audience.

REPORT ON THE ADVANTAGES OF ROBUST CULTURAL ACTIVITY

IMPORTANT NEW REQUIREMENT: OFFICE OF MANAGEMENT AND BUDGET/DUN AND BRADSTREET DUNS NUMBER REQUIREMENT www.dnb.com/US/duns_update/index.html

Deadline: October 1, 2003. All organizations applying for federal grants or cooperative agreements on or after October 1, 2003 now must provide a Dun and Bradstreet Data Universal Numbering System (DUNS) number, according to the Office of Management and Budget. Organizations will also need a DUNS number to apply for grants from the National Endowment for the Arts (NEA), National Endowment for the Humanities (NEH), and the Institute of Museum and Library Services (IMLS).

URGE THE SENATE TO INCREASE NEA FUNDING FOR FISCAL 2004

Soon after the Senate returns from its August recess on September 2, 2003, it will begin floor debate on the fiscal 2004 Interior Appropriations bill, which contains funding for the NEA and NEH. The Senate version of the Interior bill, which has come out of the Senate Appropriations Committee, would fund the NEA at $117.5 million. The House version of the bill, which includes the Arts Caucus Amendment that the full House approved on July 17, would fund the agency at $127.5 million. Click on the above link to send a message.
